A strong increase in economic activity in oil and gas exploration and production boosted the fortunes of both states in 2012, according to a report Thursday by the U.S. Bureau of Economic Analysis.

Gulf Coast: $15B chemicals boom fuels hiring war

The gross domestic product — the total value of all economic activity within a state that is adjusted for inflation — increased 4.8 percent in Texas in 2012, according to the Bureau of Economic Analysis.

The U.S. average for 2012 was 2.5 percent. All the states except Connecticut reported an increase in economic activity.

While the energy industry contributed the most to economic growth in Texas, durable goods manufacturing — which includes the making of oil and gas field machinery — was also an important factor for the state.

Oil boom: US crude output exceeds imports for first time in 16 years

However, no state could match the economic growth rate that North Dakota experienced last year.

Sparsely populated North Dakota grew by 13.4 percent last year, led by energy exploration and production but also helped by strong growth in construction, wholesale trade and transportation and warehousing, the economic analysis bureau reported.

Inflation-adjusted gross domestic product is the sum of spending by consumers, businesses and government as well as investment and foreign trade, according to the bureau.

Ethanol leading to a corn-based bubble

A corn-based bubble is building on the horizon, with expectations of a large oversupply of high-priced ethanol that has nowhere to go.

The phenomenon is a product of environmental requirements and subsidies that are currently leading refiners to buy ethanol at record prices, according to analysis from the U.S. Energy Information Administration.

Refiners and other parties that produce fuels are required by the U.S. Environmental Protection Agency to buy supplies of ethanol to blend with their gasoline. For each gallon of ethanol they blend into their fuel, refiners get a credit, also known as a Renewable Identification Number, or RIN.

Refiners need to acquire a set amount of RINs annually to meet EPA requirements, and can also do so by buying RINs from other parties.

Ethanol mandate: Unusual allies fight renewable fuel standard

While the current supply of corn-based ethanol is down, because of a drought that affected production, output is expected to grow to levels that will leave the country with an oversupply of the fuel that will go unused unless something changes.

That’s because the EPA is requiring refiners to buy more ethanol at a time when fuel makers say they can’t blend any more of it into their gasoline.

The nation’s consumption of gasoline is falling and refiners say they can only replace 10 percent of their main gasoline blend with ethanol.

Ten percent of the nation’s expected 2013 gasoline consumption 13.3 billion gallons, a volume of ethanol that would fall within the mandate this year. But 10 percent of gasoline consumption will likely fall short of mandates in the future, EIA analyst Sean Hill said.

Study: Climate change trend likely to thwart biofuel goals

While the EPA and U.S. Department of Energy have insisted that gasoline blends including as much as 15 percent ethanol is safe for most vehicles, automakers and the oil industry have disagreed.

Without marketing more of a higher blend of ethanol, refineries could be left blending ethanol into gasoline that is not used, just to meet EPA requirements, Hill said.

An alternative could be for refiners to start making more E85, which is a blend of gasoline with 85 percent ethanol, Hill said.

But most gasoline stations do not sell E85 and the majority of fuel makers have no way of changing retail stations to sell more of that fuel.

Inspects, places, assembles, pins, bolts and levels components to prepare rig for drilling operations
May install substructure, rig floor, derrick, handrails, guardrails, stairs, walkways, ladders, hoisting systems, rotating systems, power systems, circulating systems and auxiliary equipment using hand and power tools under direction of senior drilling crew members
Performs housekeeping around rig, keeping rig floor clean and clear of tools after each trip
Washes down blowout preventers and keeps shale shaker and de-sander clean when in use
Chips, scrapes and paints rig components and equipment as required
May unload tubulars from trucks onto racks
Makes up (trips in or runs) and breaks out (trips out or pulls) drill string. Sets and removes slips
Maneuvers suspended tubulars using floor
Visually inspects drill string and reports washouts, excessive wear, joint or thread damage
Maintains tool room inventory and performs minor maintenance on tools and equipment. Inspects tongs, greasing and replacing dies as needed. Checks and replaces snub lines, break out lines, chains, hanging lines and counterweight assembly as required
Reverses process to dismantle rig for storage and portability after production casing is run and cemented

Qualifications:
Minimum high school diploma or equivalent
Minimum of 1 year experience working as a Floorhand on a Drilling Rig
Valid driver license
Capability to work and communicate effectively in team environment

Physical Demands:
Regularly required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl
Frequently required to lift or exert force up to 100 pounds
Requires close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus

Bore Rig/Cable Plow Operator - Telecommunications Industry - Holtger Bros., Inc - Fond du Lac, WI

The Equipment Operator is responsible for performing Utility Work/Labor duties as well as responsible for operating construction equipment in order to install underground cable. The Equipment Operator is responsible for performing shore, slop trench and excavation when necessary. Other duties include unloading and loading equipment, digging holes and locating existing utilities, preparing cable routes, feeding cable, securing the job site, placing signs where directed and completing various other tasks as assigned by the Foreman.

ESSENTIAL JOB FUNCTIONS
A) Operate various equipment in placing cable and conduit (boring rig, cable trencher/plow, backhoe, box pusher, tamper)
B) Perform shoring, slope trenching or excavation when necessary
C) Identify various soil types
D) Work around located utilities
E) Expose existing utilities by hand-digging
F) Read prints for cable placement and consult with Foreman regarding different approaches to job. Read CATV and telephone prints
G) Report equipment problems to Foreman

QUALIFICATIONS
A) Must have a valid, insurance acceptable drivers license
B) Must be able to successfully pass pre-employment drug test
C) Must have one to two years in utility construction

Salazar to work for law firm in Denver

DENVER — Former U.S. Interior Secretary Ken Salazar will start work next week as a partner in an international law firm that will allow him to remain in his home state and work on cases involving the energy industry he once regulated.

The former U.S. senator and Colorado attorney general announced Thursday that he’s joining WilmerHale as a partner after interviewing with many law firms.

“This is where the top lawyers are in America, and they share my values and my commitment to social justice,” Salazar said in a telephone interview from Washington, D.C.

He’ll start work Monday in Denver, where WilmerHale is opening an office.

Salazar said he’ll work on environmental, energy and tribal cases, as well as giving clients strategic advice and counseling. He didn’t know which clients he would represent yet and didn’t directly answer when asked whether he could end up opposing the Obama administration on energy issues.

Salazar said he would strive to be a “peacemaker” on contentious energy issues and credited his policies as interior secretary for helping decrease the country’s reliance on imported energy.

As secretary, he tightened oversight of offshore drilling following the BP oil spill in the Gulf of Mexico, pushed for renewable energy such as solar and wind and helped settle a longstanding dispute with American Indians.

WilmerHale worked for BP after the spill, but Salazar told The Denver Post (http://tinyurl.com/mspk2m9) that money made from the company will be segregated and he will not benefit from it.

“I said in 2010 I will put by boot on the neck of BP. … I am not going to represent BP, and I’m not going to make any money from BP now or ever,” he told the newspaper, which first reported his new job.

WilmerHale has had other large corporate clients, such as Citigroup and Proctor & Gamble, but it also is known for its pro bono work, including representing Guantanamo Bay prisoners and assisting South African lawyers who fought apartheid. Lawyers from the firm also served as special counsel to former presidents Richard Nixon, Jimmy Carter and Bill Clinton.

The firm has about 1,000 lawyers in 14 offices in the United States, Europe and Asia. Their practices include securities law and regulatory and intellectual property work in addition to representing clients in trials.

Oil rises on positive reading on U.S. job market

Oil rose to a high for the week after a positive reading on the U.S. job market, as natural gas plunged on a surprisingly large increase in the nation’s supplies.

Benchmark oil for July delivery gained $1.02 to finish at $94.76 a barrel, the highest close since May 28. Earlier in the session, crude hit $95.32 a barrel.

Natural gas dropped 17 cents, or 4.1 percent, to end at $3.83 per 1,000 cubic feet.

Oil prices received support from the latest government unemployment update. The Labor Department said Thursday that the number of Americans seeking unemployment benefits fell 11,000 last week to a seasonally adjusted 346,000, a level consistent with steady job growth. The claims figures come a day ahead of the monthly payrolls report, which often sets the tone across financial markets for a week or two after its release.

Natural gas sank after the government released weekly supply numbers. Natural gas supplies tend to rise at this time of year, between the heating and air conditioning seasons. The report showed supplies rose by 111 billion cubic feet to 2.252 trillion cubic feet for the week ended May 31. That was well above the average increase for the last week of May of 82 billion cubic feet to 98 billion, according to the daily newsletter The Schork Report.

Natural gas futures have dropped 43 cents, or 10 percent in the last two weeks.

At the gas pump, the average price for a gallon of gas inched higher to $3.63 a gallon. That’s 10 cents higher than a month ago and 6 cents more than at this time last year. In Houston Thursday, the average was $3.373 a gallon, down from $3.376 Wednesday.

Brent crude, a benchmark for many international oil varieties, rose 57 cents to finish at $103.61 a barrel on the ICE Futures exchange in London.

In other energy futures trading on the Nymex:
— Wholesale gasoline rose 3 cents to end at $2.85 a gallon.
— Heating oil added 2 cents to finish at $2.87 per gallon.
