The CTO reports to the chief executive officer (CEO). The CTO is in charge of directing the company technologically and is considered the leader in all of the aspects of the company's technical advancements. The CTO is looked up to as the top tech executive in the company and is part of an intricate group that leads the company and creates strategies for the company's future.

The CTO is required to work in conjunction with the other chief officers (CO) of the company to find opportunities and risks that the company may face and to facilitate the advancement of the company technologically. The person must also find the trends of technology that may help his company advance, procure those trends and technologies and implement them in the company. The CTO is required to lead the tech department of the company and be an active member of the senior management...but most importantly, be a hands on manager.

The CTO is expected to stay on top of the current trends and up-to-date information of technology in use, emerging technology, technology of the competitors and new software and practices. Furthermore, he/she must maintain these practices and standards within the company and ensure they are up to date. The CTO is also responsible for ensuring the maintenance of all technological devices within the company is taken care of promptly.

The CTO is expected to have superb programming background, communication skills for both oral and written communication. He/she must be a strong leader with interpersonal skills that allow he/her to work with others. He/she needs to have experience in negotiations and management as well as being able to adapt to a constantly changing environment. The CTO must have a proven track record of excelling in mobile technologies, computer technology, management and deployment.

Pass the required physical examination, MVR and drug screen.

Certain positions may require possession of a valid Commercial Driver’s License with Hazardous Material and Air Brake endorsements. Fork Lift Operator license may also be required.

Under the direction of a Rig Supervisor, the Crew Chief organizes the rig crew, conducts Job Safety Meetings, delegates the collection of materials and equipment needed to perform the contracted services, drives the Rig to the work site, operates the rig and equipment and directs the crew to set-up and prepare the rig for the tasks to be performed. Directs the assigned crew workers and derrick workers to safely perform the service tasks contracted by a client utilizing the equipment provided by the employer; documents services performed the billable supplies used during the process and the time elapsed while performing the contracted services Also records employee compensable time.

ESSENTIAL FUNCTIONS:
1. Available to work beyond the traditional 8 hour work day; available to work Saturdays, Sundays and Holidays, to meet operational needs. Well services work is generally performed during day-light hours, Monday through Friday, occasionally on Saturday and or Sunday. Certain operations cannot however be completed during a single daylight period and must be continued without interruption, over several consecutive days. Such operations are referred to as “24 hour operations,” and require two or more shifts, crews, to operate the rig. Able to work at heights up to or greater than 50 feet.

2. Dependability is imperative. Reporting for work at the prescribed location and time, dressed for deployment to work, is essential. Unauthorized absences will result in discipline up to and including employment termination.

3. Compliance with public laws and company policies is essential. Non-compliance will result in discipline up to and including termination of employment.

4. Drive rig and other vehicles assigned to the project.

5. Must be available for work as needed regardless of time of day or day of the week; and occasionally be available for shift work. Well services work is generally performed during day-light hours, Monday through Friday, occasionally on Saturday and or Sunday but may occasionally involve 24 hour shift work.

6. Position the rig, raise and lower the mast. Direct other crew members in rigging up guy-lines, various equipment and tools; lift, remove, install and operate wellhead, pumping units matting boards, tubing, rods, casing, rod strippers, polish rods, stripper heads and other production equipment in a manner consistent with safe operating procedures to perform the contracted services.

7. Directs the crew members in performing routine maintenance and repair activities of the rig and rig tools

8. Complies with the client’s and the company’s safe operating procedures. All activities are to be performed consistent with the company’s Safe Operating Procedures, to provide the maximum protection for all workers at the work site, the environment, the equipment; and complete the tasks efficiently.

9. Conducts safety meetings and performs JSA’s with his crew members and other service providers on site.

10. May be required to drive a company, light or DOT regulated commercial vehicle.

11. Completes the Field Service Reports, documenting services performed, equipment used, billable consumables and compensable crew time.

12. Incumbent employee is expected to participate in company provided training in rig operations, Standard Operating Procedures and safe work procedures.

13. Performs the primary thinking called for and encompassed by the overall Position Definition.

14. Adheres to company policies and work requirements.

15. Performs and assumes other duties and responsibilities as may be required by immediate supervisor.

16. Heavy Work- Exerting 50 to 100 pounds of force occasionally, and/or 25 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects. Physical Demand requirements are in excess of those for Medium Work.

17. This position requires standing, walking, and sitting while working either indoors or outdoors.

18. While performing the job, the Crew Chief will be required to lift/carry, pull/push, reach, squat, kneel, and or climb ladders or stairs.

19. Working conditions for this position may involve exposure to varying environmental conditions. This may include chemicals, gases, cold/heat, noise, dampness, dust, fumes, radiation and heights. Exposure to the above conditions should be handled as prescribed in the Company’s Accident Prevention Handbook and/or the Company’s Standard Operating Procedures.

20. Other requirements include mental, physical and manual dexterity, hand/grip strength, depth perception and any other physical attributes that enable the employee to perform the job safely according to all Company, local, State, and Federal regulations and requirements.

LNG market will be tight through 2014 on Asia demand, IEA says

Global liquefied natural gas markets will face “unprecedented” tightness this year and next as incremental LNG demand from Asia exceeds new supply, according to the International Energy Agency.

Supply of the chilled fuel will increase by 2018 as new projects start in Australia, boosting global LNG trade by 31 percent from 2012 levels, the Paris-based IEA said in its Medium-Term Gas Report released today.

About 138 billion cubic meters a year of LNG production was under construction as of mid-2013, bringing total capacity to at least 500 billion cubic meters by 2018, according to the IEA. Of the new supply, almost 86 billion cubic meters will be sold to Asia and more than 80 percent has been contracted on a long-term basis, according to the report.

“There are many uncertainties about medium-term trends on the global LNG market,” including the direction of Japanese nuclear policy, Chinese purchases, delays at Australia’s liquefaction projects and the number of U.S. LNG export plants that will be approved, the IEA said. “Given these uncertainties, LNG buyers are changing their procurement strategy towards the introduction of new price mechanisms and away from the traditional oil price linkage, in addition to espousing stable supplies and reducing procurement costs.”

Opinion: A protest in U.S. oil country spells trouble for fracking abroad

Gardendale, Texas, sits on the Permian Basin, the largest oil province in the United States. That makes it an unlikely site of anti-fracking protests and an even more unlikely bellwether for shale gas drilling activity in Europe and Asia. And yet it is.

About 15 residents in the town, population 1,574, are waging an anti-drilling crusade against Berry Petroleum. They have tried to turn Gardendale into an official municipality, which would give them more control over gas exploration and production near their homes. They launched a website to chronicle Berry’s alleged misdeeds, and a YouTube channel with short “Berry Tales” videos. They have, if nothing else, painted a drilling trailer which they playfully call the “Gardenhell scar” and dumped it near a group of oil storage tanks.

Many Gardendale residents I spoke to say they aren’t against drilling, just against Berry’s manner of drilling, which involves fracking — the technique in which water, sand and chemicals are blasted deep underground to break up hydrocarbon-rich rock formations. Their reasons for kicking up dust over Berry’s development plan resemble the complaints of landowners in Pennsylvania and other areas where shale drilling has taken hold: There are too many wells in a small area; the rigs are too close to backyards; the stream of trucks flows all hours of the day and night.

Annalee Gulley, a spokeswoman for Berry Petroleum who works for KGBTexas Communications, declined to comment. Berry created this website to describe its plans and has held community meetings to answer questions and address concerns, participants say.

The residents’ main objection however is largely unspoken: Unlike TV’s oil-soaked Beverly Hillbillies, or the many landowners who became fracking millionaires, the Texans don’t really get paid for their inconvenience and worry.

In the U.S., most landowners own the mineral rights to their properties. They are willing to allow drilling because it can make them rich. Oil companies have put wells in the middle of residential neighborhoods and beside schools and churches in the Fort Worth area because landowners enjoyed a financial benefit.

That’s not the case in western Texas, where land has changed hands so many times over decades that it’s rare for a landowner to own his mineral rights.

This predicament, an aberration in the U.S., is the norm in the U.K., Poland, Canada, China, France and pretty much everywhere else. That’s what makes Gardendale an unusual indicator of how shale gas initiatives might proceed abroad.

Gardendale’s situation “is quite common around the world,” said Kevin Shaw, a lawyer specializing in energy and natural resources at Mayer Brown in Houston. “In the end, you’re still going to get those wells drilled, but it’s going to be harder. It’s going to take longer and it’s going to be more expensive.”

Companies from Exxon Mobil Corp. to Royal Dutch Shell Plc. have inked mega-deals in the past year to take the U.S. gas revolution on a road show, including Shell’s $10 billion Ukraine exploration agreement signed in January.

Fracking might need a makeover if it’s going to fly in, say, the English countryside, where landowners won’t have a chance to get rich, said Barry Munro, leader of Ernst & Young’s oil and gas practice in Canada, another place it is rare for landowners to hold mineral rights.
Without the option of buying landowners’ esteem, drilling companies have little choice but to engage in what might be called fracking diplomacy.

“In the past, people always thought developing a ‘social license to operate’ was important, but didn’t make a direct link to success or failure that impacted their profitability,” Munro said. “Now oil and gas companies have come to realize that their ability to turn a profit depends as much on reputation management as good engineering or strong geoscience skills.”

Translation: Companies such as Berry must address and quell complaints like those that Gardendale’s protesters have about drilling.

Community relations — “stakeholder management” in the anodyne jargon of corporate sustainability — has become a critical part of operations for many extractive industries.

Berry’s website explains the company’s local philanthropy to community initiatives and education. The company appears yet to deploy sustainability measures as systematically as much larger firms. Berry ranks below the industry average in its disclosure of environmental, social and corporate governance performance, according to public data assembled by Bloomberg LP.

Energy executives warn against counting on a fracking-fueled oil and gas boom outside the U.S. for the same reasons Berry faces in Gardendale. U.S. fracking “is advanced for a number of reasons,” including the “royalty component,” Michael Yeager, CEO of the oil-producing arm of Australian conglomerate BHP Billiton, said in a March interview. “It’s going to stay that way in our opinion for a long period of time.”

Fed: fracking study won’t be done until 2016

CLEVELAND — A U.S. Environmental Protection Agency official tells an Ohio fracking conference that a study of the threat to drinking water from the shale-drilling process won’t be completed until 2016.

That’s the word from Jeanne Briskin, coordinator of hydraulic fracturing research at the EPA’s Office of Research and Development. She spoke Tuesday at a two-day conference on the subject in Cleveland.

The Akron Beacon Journal reports that Briskin said the EPA could release a preliminary report late next year. She described the work as “complex research.”

Congress in 2010 directed the agency to investigate the threat to groundwater and air from the controversial hydraulic-fracturing process in Ohio and other states.

Critics say it is harmful to the environment.

The conference continues Wednesday.

Houston area sees a couple of oil spills a day (photos)

Oil spills off the Texas coast have declined dramatically over the past decade, but the Texas General Land Office still responds to one or two a day in the Houston region, an area stretching from Galveston County to Matagorda Bay.

“In the ‘90s, it wasn’t anything to have three to eight spills a day,” said Richard Arnhart, regional director for oil spill prevention and response for the Houston area. “Spills are down, which is a good thing.”

And while “oil spill” evokes images of BP’s Macondo well, which spilled more than 4 million barrels of crude oil into the Gulf of Mexico in 2010, or the Exxon Valdez, which sent 257,000 barrels of crude into Alaskan waters in 1989, most tracked by the General Land Office are small by comparison.

Arnhart said anything that results in a sheen or discoloration in the water counts as a spill.

He and other members of the agency hosted an open house for members of the media Tuesday to explain how they prepare for and respond to oil spills.

Arnhart said the last two significant spills his office has dealt with were the Highland Bayou spill on March 22, 2012, which involved 130 barrels at the Dune Energy facility in Hitchcock, and the Texas City Dike spill on Aug. 19, 2011, when about 35 barrels spilled during an overfill at a Buffalo Marine tank at a Port of Texas City dock.

He and other land office officials said the declining number of spills is probably due both to better safety measures — including such things as double-hulled cargo ships — and caution prompted in part by the high cost of a spill.

“Everyone understands oil spills are expensive,” said Greg Pollock, deputy commissioner of the land office.

A spill will shut down the Houston Ship Channel, and the responsible party can be required to pay damages to shippers affected by the lost time.

“The cost for a day of an oil spill is outrageous,” Pollock said.

Authority granted in 1991

There were no clear lines of authority until 1991, when the Legislature gave the General Land Office authority over oil spills in tidal rivers and other waterways and for 10 miles out from shore.

That was sparked by public attention from the Exxon Valdez and, in 1990, an explosion aboard the Mega Borg, a ship about 60 miles from Galveston. Five men were killed and 5.1 million gallons of oil spilled.

Most of the oil burned so the spill had little impact on the coast, but Pollock said it was a reminder that no state agency was in charge of offshore oil spills.

A month later, a barge and ship collided in Galveston Bay, spilling almost 700,000 gallons of fuel oil into the bay.

The 1991 legislation designated the General Land Office to oversee spill response and funded the work through a surcharge on crude oil loaded and offloaded at Texas ports.

Arnhart said the agency also is involved in spills farther from shore. He noted that land office employees were part of a task force in Galveston after the Macondo blowout in 2010.

The Texas coast was spared the most serious damage from that disaster, which in addition to the spill killed 11 workers on the Deepwater Horizon drilling rig.

The land office can assess penalties based on the amount of oil involved, similar to federal penalties assessed under the Clean Water Act. Vessels also are required to maintain contingency plans and register with the General Land Office; if they do not, land office staff members can board the vessels to ensure that they comply.

Pollock said the agency inspects more than 600 facilities, from bait stands to refineries, and more than 1,500 vessels every year.

Patrolling the Ship Channel is a journey between tugboats and tankers, bird rookeries and refineries.

“You have industry, and you have environmental concerns,” Arnhart said as response officer Gray Powell idled a land office boat near the Exxon Mobil refinery, where two oil tankers sat at a dock and, at the other end of the plant, a chemical tanker sat at another. “The San Jacinto Monument is nearby. Marshland. Historical value we have to protect.

“We know we have to be prepared.”

By the time you go through all of these 7 points, you are going to think “Of course, why didn’t I think of that?” because it actually makes a lot of sense. For it to make sense, first you need to understand what happens when someone decides to look for entry level position. Chances are that they know absolutely nothing about the industry so they are not likely to search for a company name. They are more likely to do a broad search for something such as “oil rig jobs".

The next thing you need to consider is what kind of company is likely to profit from this type of broad search? It makes absolutely no sense for a company that makes its money from mining natural resources to waste their money, time and effort getting their website shows up in search results for terms such as oil rig jobs. What you are more likely to find is recruitment agencies that know that you are looking for a job.

Depending on the job, recruitment agencies can charge employers up to 10% of your annual wage for helping them fill that position. That is why a recruitment agency is willing to spend hundreds or even thousands of dollars each month to show up in search results for search terms such as oil and gas jobs. That wouldn’t be a problem if you clicked on the recruitment agency website and they had a long list of entry level oil rig jobs but the problem is that you will never find them there.

In the next video I will explain why but if you look at it from the recruitment agencies point of view, they don’t really care if you can’t find what you are looking for, because even if you give up and look for work in another industry, they still have the ability to gain a new customer.

Exactly, as I was first looking for a job in the oil industry, just about three or four years ago, I started searching something as oil rig jobs etc. It was about two years ago I got e-mail from Nigeria, and as I opened it my computer got virus and stopped working. Until today I get frequently e-mails from Martin, Jennifer, Susan etc. about free posts in the oil industry. I have never ever opened it, except once, I think. Top White House adviser: Meaningful climate action coming soon

While the Obama administration won’t put its weight behind a carbon tax, it is preparing to “take meaningful action” to prevent a warming planet, the top White House energy adviser said Wednesday.

Heather Zichal, the deputy assistant to the president for energy and climate change, said tackling the issue will be a top priority during President Barack Obama’s second term.

Obama knows this is a “legacy” issue and is “serious” about making climate change action “a second-term priority,” Zichal said at a forum organized by The New Republican. “We are poised to take meaningful action.”

Economist: Climate change a financial threat to oil companies

Zichal’s comments come as rumors swirl in Washington, D.C. about a possible administrative package of climate change policies to be unveiled as early as next month. That would make good on Obama’s state-of-the-union pledge to address the issue using his executive powers and through federal agencies if Congress fails to act.

Although Zichal didn’t outline specifics Wednesday, one big contender is a proposal to limit greenhouse gas emissions from existing power plants. The EPA already has proposed rules for new power plants, an initiative that has blunted utilities’ interest in constructing new coal-fired facilities. But that measure does nothing about existing power plants, some built decades ago, which account for roughly 40 percent of U.S. greenhouse gas emissions.

Environmentalists have said clamping down on emissions from existing power plants is one of the biggest steps Obama could take to tackle climate change. And the Obama administration has already committed to eventually taking the step, as part of a legal settlement in 2010 of a lawsuit brought by environmentalists.

But the move almost certainly would touch off an ugly battle with Congress, power utilities and coal supporters.

IEA: Energy sector source of 2/3 of greenhouse gas release

While controversial, that approach would avoid an even more contentious idea: a carbon tax embedded into the price of goods and services.

“The president has not proposed and does not intend to propose a carbon tax,” Zichal said. Instead, “as a whole, the president is very focused on implementing common-sense policies to reduce our greenhouse gas emissions.”

Zichal emphasized that the White House has a number of “important tools that we are prepared to deploy.”

Beyond EPA action on greenhouse gas emissions, she cited Interior Department permitting of renewable energy projects on public lands and fuel economy standards.
