CNPC said set to buy $5 billion stake in largest Kazakh field

CNPC’s largest overseas acquisition will deepen Kazakhstan’s relationship with China as the start of production at Kashagan, eight years late and at double the original cost, boosts oil exports. Nariman Gizitdinov/Bloomberg

China National Petroleum Corp (CNPZ). plans to pay about $5 billion for a stake in Kazakhstan’s biggest oil field, people with knowledge of the matter said.

CNPC is planning to acquire 8.33 percent in the Kashagan project from state oil company KazMunaiGaz National Co., two of the people said, asking not to be named before the deal is public. An announcement may be made as soon as next week, two of the people said.

KazMunaiGaz will maintain its holdings in Kashagan, due to start production in September, by exercising an option to acquire 8.4 percent of the project from ConocoPhillips, the people said. While Conoco agreed to sell to India’s Oil & Natural Gas (ONGC) Corp. last year, as the state oil company, KazMunaiGaz has the right to step in and buy the shares.

CNPC’s largest overseas acquisition will deepen Kazakhstan’s relationship with China as the start of production at Kashagan, eight years late and at double the original cost, boosts oil exports. A pipeline linking Kazakhstan and China opened in 2006 and is being expanded to 400,000 barrels a day from 240,000 barrels a day.

Li Runsheng, CNPC’s Beijing-based spokesman, didn’t answer three calls to his office. Officials at KazMunaiGaz and the Kazakh government declined to comment immediately and asked for written questions. ONGC Chairman Sudhir Vasudeva didn’t answer two calls to his mobile phone seeking comments.

After KazMunaiGaz completes both deals it will have a stake of 16.88 percent of the Kashagan project, one of the people said. Exxon Mobil Corp (XOM)., Royal Dutch Shell Plc (RDSA), Total SA (FP) and Eni SpA (ENI) hold 16.81 percent each. Japan’s Inpex Corp (1605). has 7.56 percent.

Double Estimates

Kashagan, a Caspian Sea field slated to produce as much as 370,000 barrels of oil a day, will cost $48 billion, double early estimates.
The deal will be CNPC’s largest overseas acquisition, overtaking a $4.2 billion deal earlier this year to buy a stake in gas fields in Mozambique from Italy’s Eni.

Kazakh President Nursultan Nazarbayev said yesterday that the country is studying whether to buy Conoco’s stake in Kashagan, according to his website.

OVERVIEW: POSITION DESCRIPTION

Rig Welder (includes Exotic welders) has capabilities and is or can certify/qualify to weld different alloy metals, such as carbon steel, stainless, chrome, Inconel, nickel, etc. Lays out and fabricates/welds pipe and fittings, welds on tanks, pressure vessels, furnace shells and tubes. Applies knowledge of geometry, physical properties and welding techniques. Reads and interprets blueprints. Reads and works from isometric piping drawings. A rig welder owns and operates his own truck and equipment.

JOB REQUIREMENTS

Key Work Experiences/Education:
High school education or equivalent preferred Minimum of 4 years experience in construction, maintenance or turnaround, with at least 2 years in the oil and gas industry Welders will be required to pass certification testing set up and scheduled by the company
Technical/Functional competencies required for selection:

SUMMARY

A Floorhand is a crew member whose primary work station is on the rig floor.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

-- Tripps pipe (consists of using slips, tongs and elevators), lines up choke or kill manifold and makes connections while drilling.

-- Nipples BOP's -- up and down.

-- Relieves Derrickhand in Derrick while tripping pipe or on pits while eating, assists in mixing drilling mud or lost circulation material and chemicals, and acts as Flag Crane Operator or Driller when Operator cannot see loads.

-- Shaker duties: Monitors mud weight, viscosity and sand weight while drilling.

-- Performs general maintenance of drawworks, rotary transmission, and rotary table oils.

-- Performs chipping and painting on rig floor, loads and off-loads pipe, assists in rig movement (help with rig-up / rig-down), and rig maintenance.

-- Inspections of all safety equipment, TIW valve, inside BOP valve, choke manifold and accumulator unit.

-- Monitors hole fill-ups while pulling out of hole, lining up trip tanks, runs air/hydraulic hoist (lowering and lifting), checks for leaks on BOP stack, and measures pipe.

-- Checks snub lines, pull lines, shackles, and cable clamps to see that they are in good condition.

-- Checks dies in slips and tongs, fluid level in Koomey Unit, and all safety and riding belts to make sure they are in good condition.

-- Mixes sack chemicals, runs casing, tags casing through V-door, and unhooks cables from casing, tulung and drill pipes.

-- Changes drill / trip recorder and change chart.

-- Responds to emergency situations including, but not limited to, wellbore influxes, hydrogen sulfide detection and major mechanical or structural failures.

-- Must be capable of quickly evacuating the facility to avoid injury during emergencies, assists in rescue operations for injuries or overcome personnel.

-- Assists with repairs and maintenance of large mud pumps, shale shaker, desander, desilter, and degasser units.

-- Responsible for moving joints of casing to the catwalk during casing job. Assists with attaching casing to pick-up lines so casing can be lifted to the rig floor.

-- Responsible for rolling drill pipe to or from catwalk, attaching or detaching the pick-up lines, and using drill pipe tongs, spinning chain, air spinners, slips, as well as handling drill pipe joints.

-- Cleans the mast and substructure with a high-pressure steam cleaning unit. Scrubs and paints mast, substructure, etc.

-- Digs and/or cleans ditches around the drilling rig daily. Also cleans out mud pits twice monthly.

Valero plant will produce diesel from animal fat

Valero Energy Corp.’s investments in renewable fuel moved forward Thursday with the completion of a plant that soon will produce renewable diesel fuel from fat.

In a venture known as Diamond Green Diesel LLC, the San Antonio refiner joined 50-50 partner Darling International Inc. of Irving to build the $413 million plant at Valero’s St. Charles refinery near New Orleans.

At full production, the plant will produce 9,300 barrels a day of renewable diesel from animal fat, cooking oil and corn oil into renewable diesel, Darling said in a statement.

The diesel will help refiners meet federal requirements that certain volumes of renewables be blended into transportation fuels.

Valero will market the diesel produced at the plant, which company spokesman Bill Day said will be “a premium product, because unlike other types of biodiesel, it is nearly identical to petroleum-based diesel and can ship by pipeline.”

Diesel demand: Gulf Coast diesel exports to rise as production hits 23-year high

About $50 million was shaved from the plant’s cost because it was built on land at Valero’s refinery and will use existing utilities and infrastructure, Day said. In addition, the site is near a rail line and docks.

Diamond Green Diesel is leasing the site from Valero. Terms of the lease were not disclosed.

In a presentation to investors, Darling said the plant will always have available feedstock. But the venture has the flexibility to purchase feedstock from other suppliers if it’s more economical.

The plant will use a three-stage process to turn fats into fuel using hydrogen and catalysts.

Alternative diesel:Tesoro to buy ‘green’ crude oil

In June 2011, Valero turned down a loan guarantee from the Energy Department for the Diamond Green Diesel plant and chose to finance the project internally. The federal loan program “was costly and unwieldy,” Day said.

Diamond Green Diesel is one of a number of investments Valero has made in renewable energy ventures. The company owns 10 ethanol plants in the Midwest and a 50-megawatt wind farm at its McKee refinery north of Amarillo.

Darling recycles beef, poultry and pork by-products into useable ingredients such as feed-grade fats. It also recovers and converts used cooking oil and commercial bakery waste into feed and fuel ingredients. Also, the company collects grease from restaurants.
