Ethanol production stagnates as biofuel mandates grow

(AP Photo/Noble Foundation)While the production of tight oil and natural gas in the United States has soared in the last two years, ethanol producers are only making slightly more of the biofuel than at the beginning of 2012, according to an annual ethanol study released Monday morning.
The Energy Information Administration said that U.S. ethanol production capacity has leveled off at about 903,000 barrels per day, most of it coming from the Midwest, which has more than 90 percent of the nation’s ethanol production capacity.
In the United States, refined gasoline currently contains about 10 percent ethanol, known as E10.
Natural gas: Bill would add natural gas-based ethanol to federal biofuels mandate
The federal Renewable Fuels Standard requires refiners to mix 13.8 billion gallons of renewable fuels, such as ethanol, with gasoline this year. This target will move to 15 billion gallons by 2015.
In 2010, The Environmental Protection Agency approved the sale of E15, which contains 15 percent ethanol for cars made in 2001 or later, but its use has met resistance from private industry. The agency did not clear E15 for use in older vehicles, boats or other devices, such as lawn and garden equipment.
Automakers and other opponents of the mandate have said that cars are not equipped for the high concentrations of ethanol, and the current level of production of other biofuels does not meet the needed supply.
The Environmental Protection Agency had required refiners to use 8.65 million gallons advanced biofuels in 2012 to meet the requirement, but a federal court rejected this requirement, saying that the needed fuel sources did not exist.
The requirements call for a total of 16.55 billion gallons of renewable fuels, including biodiesel, corn-based ethanol, and other biofuels, to be purchased by refiners in 2013.
Last week, Texas lawmakers introduced legislation to allow ethanol and other transportation fuels produced from natural gas to compete with corn-based ethanol.

Shale gas prompts $72B in planned chemical investments
Construction at Chevron Phillips Chemical's Cedar Bayou 1-Hexene plant in Baytown will will be completed in early 2014. (Chevron Phillips)As many as 46,000 permanent jobs in the chemical industry will be created if all of the chemical and plastics projects that have been announced to take advantage of plentiful and low-cost supplies of natural gas are built, according to a study released Monday by the American Chemistry Council.
By 2020, the report found the projects could lead to another 264,000 jobs in supplier industries and 226,000 additional jobs in communities where workers live and spend money, generating $200 billion in additional payroll.
“The United States has become a magnet for chemical industry investment, a testament to the favorable environment created by America’s shale gas, as well as a vote of confidence in a bright natural gas outlook for decades to come,” Cal Dooley, president and CEO of the council said in a statement.
The report examined 97 announced chemical and plastics projects, totaling $71.7 billion in potential investment in the United States.
The report said about 1.2 million additional temporary jobs will be created during the capital investment phase between 2010 and 2020.
Natural gas: Feds give Texas project license to broadly export LNG
Dooley said about half of the announced investments are from firms based outside the United States.
Many of the planned expansions are in Texas, including a $4 billion expansion in Freeport by Dow Chemical. That includes restarting an ethylene cracker, building a new ethylene cracker and other projects.
But Dow isn’t the only company growing in Texas.
Exxon Mobil Chemical has announced plans for an ethylene cracker and two polyethylene plants in Baytown, while Eastman Chemical has said it will build an ethylene cracker and a propylene unit in Longview. Other companies expanding or building new chemical plants include Chevron Phillips Chemical, LyondellBasell and Mitsui & Co.
