Chesapeake sells its ‘northern’ Eagle Ford acreage

The Oklahoma-based Chesapeake Energy Corp. has been trying to shed some of its Eagle Ford Shale acreage for a while now, and it has a buyer.

The Dallas-based EXCO Operating Co. LP, a subsidiary of EXCO Resources Inc. will pay $1 billion for property in the Eagle Ford and in the Haynesville Shale in Louisiana.

In what Chesapeake calls it’s ‘northern’ block of the Eagle Ford, EXCO will acquire about 55,000 net acres in Zavala, Dimmit, La Salle and Frio counties.

That property includes 120 producing wells with average net daily production in May of approximately 6,100 barrels of oil equivalent – a mix of crude oil, natural gas liquids and dry natural gas.

The Haynesville sale includes Chesapeake’s operated and non-operated interests in 9,600 net acres in Desoto and Caddo parishes.  Average net daily production from the Haynesville properties was around 114 million cubic feet of natural gas equivalent in May.

China Purchase of Oil LNG from Russia Worries Australian Producers

Plenty happening this month in the Australian oil and gas industry… The West Australian newspaper reported on June 24 that Russia and China inked a new deal whereby China will buy US$292 billion of liquefied natural gas (LNG) from Russian suppliers. This is causing concern from West Australian producers, because China is Australia’s largest trading partner. Currently Japan is Australia´s largest buyer of LNG but China is expected to take over the number one spot soon as the country looks for cleaner sources of industry to alleviate pollution in the cities. This sale has also created concern for the Australian government which is counting on increased natural gas production to boost revenue to the government.

Industry executives and APPEA (The Australian Petroleum Production and Exploration Associated) say this is a wake-up call for the industry. They says costs must decrease and investment increase. The APPEA in particular says the new environmental regulations proposed by the Parliament will drive up costs and it conflicts directly with agreements made last year betwen industry and regulators to reduce duplication of environmental regulations. They complain that these regulations will do nothing to improve the environment but will burdening the companies with additional paper work. Another problem for the producers is that the US dollar, the currency of international commerce, has fallen 70% against the Australian dollar since 2008 thus making Australian exports more expensive in dollar terms.

The U.S. Energy Information Administration says Australian was the third largest LNG exporter in 2012. They say the Australian government published the Energy White Paper in 2012. The document outlines policy and goals. It calls for increased infrastructure, increase investments from abroad, and improving efficiency in drilling operations. The document says that the industry is plagued with high operations costs including the cost of labor.

Increase investments from abroad are on the way. The New York times reported on May 1 that Shell oil is “betting its future” on natural gas. Shell owns 24% of the Australian energy company Woodside. That same week, Shell announced they would build a floating LNG plant for Woodside’s US$45 billion offshore natural gas projects—this way barges can ferry the final liquefied product to storage facilities ashore without having to transport raw natural gas. Besides these investments, there are new exploration and drilling projects underway in Queensland, NW Australian, and the Timor Sea.

In sum, the new deal between China and Russia will further pressure Australian producers to get a handle on costs, make increased investments in production, and keep regulatory pressure off the industry to ensure profitability.

Huge solar array to top Las Vegas resort

One of the world’s largest rooftop solar arrays will be installed on the Las Vegas strip, according to NRG Energy and MGM Resorts.

NRG Solar will install the 6.2 megawatt array atop the Mandalay Bay Resort Conference and Convention Center, owned by MGM Resorts, the companies said. NRG Solar is a subsidiary of Princeton, N.J.-based NRG. The array will sit on a set of rooftops spanning about 20 acres and will incorporated more than 20,000 solar panels, NRG Solar spokesman Jeff Holland said.

The world’s largest rooftop solar array sits atop a GM plant in Spain and has a capacity of 12 megawatts, according to GM.

The planned Las Vegas array, which has the capacity to support about 1,000 homes, will be able to supply 20 percent of Mandalay Bay’s power needs at peak production, the companies said.

Solar: After a slow rise, solar starts to shine

NRG Solar CEO Tom Doyle called the move “an intelligent business decision” by MGM Resorts.

“The new 20,000 panel solar rooftop array at Mandalay Bay will effectively enable the resort to lock in a substantial component of its energy costs at a very competitive rate,” Doyle said in a statement. “Our expectation is that other corporations will follow thought-leaders like MGM Resorts to protect our planet.”

Mandalay Bay’s use of solar panels will slash peak power demand in Las Vegas during the hottest parts of the day, when air conditioners work the hardest to keep temperatures down in the city’s massive casinos, hotels and convention halls, the companies said.

MGM Resorts chose Mandalay Bay because of its “large, sun-oriented rooftop space,” the companies said.

Environmentalists target McCain & Portman on EPA vote (video)

The Sierra Club on Wednesday became the latest group to take to the airwaves with a campaign aimed at convincing some Republicans to confirm Gina McCarthy to head the Environmental Protection Agency — or at least not stand in her way.

In ads running over the next two weeks, the environmental group is targeting three senators : Ohio Republican Rob Portman and Arizona Republicans John McCain and Jeff Flake. The 30-second clips highlight average voters’ sour view on the nation’s capital as a place mired in partisan bickering but suggest a vote for McCarthy is a chance “to get Washington moving again” and install a leader who will “protect our air and water from dangerous pollution.”

“Gina McCarthy . . . is a smart, highly qualified and bipartisan nominee who deserves support from both sides of the aisle,” said Melinda Pierce, public policy director for the Sierra Club. “Sens. Portman, McCain and Flake have the chance to prove they can break through the gridlock and partisanship by supporting her nomination.”

Portman is among the targets of a separate pro-McCarthy ad campaign launched Tuesday by the American Sustainable Business Council Action Fund. That group is running commercials touting small business support for McCarthy in Ohio, New Hampshire and Maine, aimed at Portman, Kelly Ayotte, R-N.H., Susan Collins, R-Maine and Jeanne Shaheen, D-N.H.

And the Environmental Defense Fund went on the air in May with a television advertisement highlighting the praise McCarthy has won from “business leaders and experts.”

The aggressive push comes ahead of a possible Senate debate as soon as next week on the nomination, amid vigorous opposition from some key Republicans who oppose air pollution policies McCarthy helped develop as head of the EPA’s Office of Air and Radiation during the past four years.

At her confirmation hearing and in later written answers to questions from Environment and Public Works Committee members, McCarthy also insisted the EPA has not been developing any greenhouse gas regulations for existing power plants — an assurance that some Republicans said was undermined when Obama made such mandates the cornerstone of a climate change plan announced last week.

Related story: Climate speech puts EPA nomination in peril

Republican senators also have been leveraging McCarthy’s nomination to push for government documents and data that would shed light on the agency’s approach to writing regulations. Sen. David Vitter of Louisiana, the top Republican on the Senate Environment and Public Works Committee that oversees the EPA, has asked for information on the agency’s assessment of health risks from air pollution, denial of permits to a coal-fired power plant proposed in Corpus Christi, and a missed deadline for publishing the agency’s regulatory plans. Vitter says the EPA has not responded  sufficiently to his requests for the regulatory information nor assuaged his concerns about the agency’s transparency.

Separately, Republican Sen. Roy Blunt has placed a hold on McCarthy’s nomination because of concerns about a stalled levee proposal in his home state of Missouri.

Sen. Barbara Boxer, D-Calif., who heads the Environment and Public Works Committee, has said she expects to make a major push for McCarthy’s confirmation.

For Boxer and other Democratic leaders, a major challenge is convincing Republicans not to filibuster the nomination in the first place; it takes 60 votes to end such prolonged debate and move to a vote. Absent a filibuster, Senate leaders are aiming to win enough Republican “ayes” to make up for possible “no” votes from a few Democratic members.

Chevron planning new downtown Houston tower

Chevron U.S.A. is planning to build a new downtown skyscraper for its growing Houston workforce

The energy giant said this morning it will build a 50-story tower with 1.7 million square feet at 1600 Louisiana St. at Pease.

The building will add to Chevron’s existing downtown footprint, which includes 1500 Louisiana and 1400 Smith, the former Enron buildings.

The company said the buildings will comprise an “urban campus with indoor and outdoor common areas, enhanced dining facilities, a fitness center, training and conference facilities, and additional parking.”

“This announcement underscores Chevron’s long-term commitment to Houston and its role as the epicenter of the global energy industry,” Bereket Haregot, president of Chevron’s business and real estate services division said in a statement. “Houston plays a vital and growing role in Chevron’s global business. The new building and expanded urban campus will provide a first-rate work environment for our employees and help us remain the employer of choice.”

The headquarters of Chevron Corp., the parent company of Chevron U.S.A., will remain in California, where it has been located for more than 130 years.

The tower was designed by HOK. Groundbreaking is expected after the second quarter of next year, and occupancy is anticipated to begin in the fourth quarter of 2016.

Chevron employs about 9,000 employees and contractors in Houston, where nine of its businesses are headquartered. In addition to its downtown buildings, the company has locations in Bellaire and the Westchase District.

The tower project is set to reap a nice financial boost from state. Gov. Rick Perry said the Texas Enterprise Fund will contribute $12 million to the Chevron project. The development, he said, will create 1,752 jobs. Those new jobs, according to Chevron spokesman Russell Johnson, will be new hires to support the company’s growth in Houston over the next several years.

The public incentive deal requires Chevron to receive a “local incentive,” as well, the state said. Chevron is in discussions with the city of Houston about the availability of economic development programs for the property, Johnson said, adding: “There are no details to share at this time.”
