Colorado Springs pilot among two dead in Texas plane crash

A Colorado Springs pilot and another man were killed in the crash of a small plane in Amarillo, Texas. Authorities say the plane plummeted into a field shortly after takeoff.

The crash happened Friday night during high winds in the Texas Panhandle. The Texas Department of Public Safety said the plane went down 20 miles from the Amarillo airport where pilot Kelly O'Neal had stopped to pick up 79-year-old passenger Robert O'Neal.

The cause of the crash remains under investigation.

Authorities said the pilot was from Colorado Springs. Robert O'Neal was from Amarillo.

Juvenile male shot and killed in southwest Denver

Denver police are investigating after a juvenile male was shot and killed in southwest Denver Saturday morning.

Around 3:50 a.m., officers were called to the 5200 block of West Bates Avenue on a report of a shooting, according to a news release from the Denver Police Department.

Officers found a juvenile male with what appeared to be multiple gunshot wounds. The victim was taken to a local hospital, where he was pronounced dead a short time later.

The name and age of the victim have not been released.

Investigators are seeking information about a white vehicle that was seen driving away from the area before officers arrived.

Anyone with information is asked to call Crime Stoppers at 720-913-7867.

Smoked salmon recalled after Listeria detected in samples

SEATTLE — Ocean Beauty Seafoods has announced a precautionary recall of two cold-smoked salmon products because of possible Listeria contamination. The products were distributed in 12 states, including Colorado.

The products are the 3-ounce Nathan's Brand Cold Smoked Atlantic Salmon and the 4-ounce Lascco Cold Smoked Nova Atlantic Salmon. The products were distributed to retailers and distribution centers in Washington, Oregon, California, Arizona, Texas, Colorado, Massachusetts, New Hampshire, Connecticut, Rhode Island, New Jersey and New York.

The Lascco salmon has a universal product code, or UPC, of 0 72840 01751 7. The Nathan's salmon has a UPC of 0 73030 80368 2. The products are vacuum-packed in a plastic pouch on a foil board. The pack code 285 is printed on the back panel.

No illnesses have been reported.

Ocean Beauty says internal testing by the company revealed the presence of Listeria in samples of the specific packages noted above.

Noxious weed blamed in deaths of 19 wild horses in prison facility

CANON CITY — Federal officials say a noxious weed likely caused the deaths of 19 horses at the Canon City Wild Horse Inmate Program facility, where Colorado inmates train select mustangs.

Bureau of Land Management spokeswoman Lauren Gapinski says preliminary lab results indicate the ingestion of whorled milkweed, a highly toxic plant, is suspected to have caused the deaths. The weed was in the hay fed to the horses.

The Pueblo Chieftain reports the BLM began investigating after 11 horses died Dec. 3 and another eight died the following day. Some of the horses died on their own while others were euthanized.

Nine horses that showed illness have recovered or are recovering quickly.

Police ID victim, suspect in Friday's hotel murder-attempted suicide

Police have identified the victim and suspect in Friday night's apparent murder-attempted suicide in Westminster that left a female hotel employee dead and a man gravely wounded.

Police were called to Savannah Suites at 120th Avenue and Mariposa Street around 7 p.m. on a report of gunshots. When officers arrived on scene, they found front desk clerk Antida Archuleta, 20, dead, Westminster police spokeswoman Cheri Spottke said.

The alleged shooter, Seth Wilkinson, 20, was also found with a self-inflicted gunshot wound. He survived his injuries, but his condition remains unknown, according to a Saturday news release.

Both parties were from Brighton, and it is believed the victim and shooter knew each other and had some sort of prior relationship.

At the time of the shooting, parts of the hotel were cordoned off. People staying at the hotel were allowed into their rooms through alternate entrances.

Investigators continue to actively work on the case, and no additional details were immediately available.

Pitkin County agrees to back federal-private land swap at Mt. Sopris

ASPEN — Pitkin County has reached an agreement to support the long-discussed, controversial midvalley land swap proposed by the Wexner family, it was announced on Friday.

The family has agreed to conserve additional land and fund trails for the county, in exchange for the commissioners' support of a proposal to privatize more than 1,200 acres of federal land on the flanks of Mount Sopris adjacent to the Wexner family's Two Shoes Ranch property. The county had withheld support for the federal land swap, while negotiating in closed-door meetings with the Wexners' representatives over the last two years.

The federal swap proposal is currently being evaluated by the Bureau of Land Management (BLM). The Wexners are offering the feds the 557-acre Sutey Ranch, north of Carbondale and adjacent to the Red Hill Recreation Area, in exchange for the Sopris acreage. The BLM also would get a 112-acre parcel along Prince Creek Road allowing mountain bikers access to "the Crown" recreation area. Abigail and Leslie Wexner, owner of Limited Brands, also are offering $1.1 million to the BLM to help manage the properties.

Medical marijuana dispensaries ask court to keep them in business

Dacono's three medical marijuana dispensaries are suing to stay open.

On Friday, a lawyer for Dacono Meds, MaryJane's Medicinal and Green Medicals (formerly The Green Door) asked the Weld County District Court to block the city's ban of marijuana-related businesses. Without legal protection, all three will have to leave town after Dec. 31.

The Dacono City Council passed the ban in June by a 4-2 vote, but a petition drive by the dispensaries put the ban on the ballot. That means Dacono residents will vote in 2013 on whether the ban lives or dies. But the petition couldn't change the dispensaries' deadline, and an attempt to extend the drop-dead date until after the special election failed on a 4-3 City Council vote.

UNAMI Welcomes Amendment to Elections Law

The Special Representative of the Secretary-General (SRSG) for Iraq, Mr. Martin Kobler (pictured), welcomed the approval by the Iraqi Council of Representatives yesterday of the fourth amendment to the Governorate Council elections law, which determines the seat allocation formula to be applied in the elections.

“The amendment was the final element in approving the legal framework for the Governorate Council elections,” Mr. Kobler said.

“It brings the law into line with the Constitution, providing a more representative mechanism for the election of the new councils and aiming at securing a 25 percent representation of women. I welcome this positive step towards the holding of timely elections in 2013.”

Iran to Boost Exports to Iraq to $12bn

Iran’s Ambassador to Iraq, Hassan Danaeifar, says Tehran plans to export $12 billion worth of goods to Iraq by the end the current Persian calendar year (ending March 20, 2013), up from around $11 billion last year.

“Iraq’s free economy has created a competitive atmosphere for exporters from all over the world. Iranian cooperatives should therefore try to present their products and services in Iraq,” he said.

Iran has eight border crossing points and six border markets with Iraq, and shares it highest trade volume with the Arab nation.

Iran and Iraq have been steadily enhancing ties since the overthrow of the executed Iraqi dictator Saddam Hussein in 2003.

Earlier in April, Iranian President Mahmoud Ahmadinejad (pictured) said in a meeting with Iraqi Prime Minister Nouri al-Maliki that there is no barrier to the development of political, economic and cultural relations between Iran and its western neighbour.

Iraq Takes Delivery of C-130J Super Hercules

Lockheed Martin has delivered a C-130J Super Hercules to the Iraqi Air Force at a formal ceremony this week. This is one of the initial three aircraft of a total of six C-130Js ordered by Iraq.

The other two of these initial three aircraft departed yesterday for Iraq. The remaining three C-130Js will be delivered in 2013. The Iraqi Air Force will use the airlifters for intra-theater support for its troops and to provide humanitarian relief operations in various locations.

Viewpoint: US fiscal cliff is a false fear for stocks

The US fiscal cliff battle drags on. Taxes will rise on 1 January - investors fear if a deal isn't reached in time, higher taxes will cause a recession and bear market. It's a false fear, and false fears are always bullish.

First, the "fiscal cliff" is fake. Politicians made it; they can move it. The cliff first loomed in 2010 and politicians, fearful of angry constituents, kicked it past 2012 elections. They can do it again past 2014 - same logic. Even if there's no deal by year-end, they can delay implementation, by a month or two or 17. It's up to them! They did it in 2011 - they delayed the payroll tax holiday expiration by two months to buy time to compromise on a longer extension. These deadlines are political, fake, and can be moved.

And they want to compromise - particularly Democrats. They have 20 Senate seats up for election in 2014 and Republicans just 13. And nine of those seats are in vulnerable states which Democrats took from Republicans in 2008. Those seats can easily flip back. Democrats don't want to face voters angry over taxes.

Even if there's no deal and taxes rise, there's a vast history of tax rate moves in the US, UK and globally and no evidence that rate moves - up or down - are predictive for immediate future economic or market direction. No recession I can find was ever caused by a marginal tax increase. I don't like higher taxes, but not because they cause recessions. Provably, they don't.

How do hikes affect stocks?

As for stocks, in the US there have been 27 major income tax rate changes since 1928 - 15 cuts and 12 hikes. (I use the US for its longer data history, but it's the same in the UK and globally.) What did shares do after? Overwhelmingly, no matter whether taxes were cut or hiked, shares rose - 70.4% of the time. After 10 of the cuts, shares were positive 12 months later. Shares fell after just five cuts, which means shares were twice as likely to rise as fall after a tax cut.

That doesn't surprise you. What surprises you is shares were up 12 months following nine tax hikes, but fell after just three hikes, i.e., shares were three times as likely to rise after a tax hike, the opposite of what most think. People automatically assume tax hikes weigh on shares, but history and evidence don't support that. In fact, the reverse!

More amazing are capital gains tax (CGT) moves. Since 1928, there have been six cuts and nine hikes - 87.7% of the time, regardless of CGT rate direction, shares were positive 12 months later. Shares rose, five to one, after CGT cuts, but shares rose eight to one after hikes. Some may view that and form a new myth, believing, perversely, shares like tax increases. No. All it means is shares always and everywhere rise much more than fall over time.

Then, too, tax policy is inherently local and global factors matter much more. Tax rate moves are near meaningless for shares. But the fear is bullish - when expected disaster doesn't arrive, that positive surprise can boost shares, such as pharmaceuticals giant Pfizer (PFE).

Pfizer has a prodigious range of top-notch brand names, and a stream of new products will capture growth from an ageing developed-world demographic, plus new emerging middle classes overseas - all wrapped in a classically cheap stock.

One dead, one gravely wounded in Westminster hotel shooting

A Westminster hotel clerk was killed and the man who shot her was in critical condition late Friday after what police described as a murder-suicide attempt.

Westminster officers were called to the Savannah Suites at 120th and Mariposa streets about 7 p.m. on reports of gunfire. They found the woman dead and the man on the first floor with a self-inflicted gunshot, department spokeswoman Chery Spottke said.

She would not release either person's name, saying investigators were still struggling to make contact with the woman's next-of-kin. She would not say where the man was hospitalized and declined to describe his relationship to the woman.

Hotel guests were being allowed to re-enter their rooms late Friday after being displaced, though police kept half of the first-floor cordoned off so they could investigate. Police urged patrons to enter through the doors on the west side.

Centura expansion in north adds to hospital build-merge frenzy

Centura Health will add 92 flexible-space beds to its burgeoning far-north campus in Westminster, adding to the hospital system's beds in the north metro area and thrusting the growing chain into the health-care building frenzy in northern Colorado.

Centura announced Friday it will spend $177 million beginning this spring to expand its just-opened St. Anthony North Medical Pavilion at 144th Avenue and Interstate 25.

The addition will include 60,000 square feet of physician clinic space as Centura furthers the national movement of hiring more doctors in-house; outpatient-treatment rooms, day surgery, women's delivery- and baby-care rooms; a Level III trauma center with ER; and 92 inpatient beds in a flexible configuration.

St. Anthony's original north hospital at 84th and Zuni has 122 beds.

Centura says it is building the new space to emphasize an integrated, patient-centered approach with a continuity of care, a model both public and private health organizations are moving toward. Centura said the $177 million cost will be funded through bonds sold by Catholic Health Initiatives, co-owner of the Centura hospitals in Colorado with the Adventist Health System.

Centura is also expanding its network to metro south, building the first full-service hospital for Castle Rock. That 50-bed, $128 million hospital is expected to open in 2013.

Health-care construction and hospital-group mergers have been some of the most active economic sectors for Colorado in recent years. Exempla St. Joseph is rebuilding its central Denver hospital in a massive $630 million project that includes relocating city streets. St. Anthony Central moved its West Colfax facility to a new building overlooking Lakewood.

In northern Colorado, where Centura's new facility will chew at the edges, Banner Health and Poudre Valley Health, now part of the University of Colorado Health system, are also competing hard for patients.

Those systems are vying with new-construction, stand-alone ERs in each other's backyards, and purchases of physician practices from Fort Collins to Greeley to Loveland.

A Centura spokesman said the new project is in line with recent trends of hospital staff physicians and adding beds, but the added space provides a chance to practice medicine differently.

"Putting primary care, specialists, lab, imaging and other services together in a single location, along with acute care and inpatient services, is going to make a big difference both in terms of convenience and coordination of care," Centura's Andrew Wineke said.

Reliance, BP shut 7th well in KG-D6 gas block

A Reliance spokesman declined to comment on the matter.

Production at the block may average 22.6 mmscmd in the fiscal year starting April 2013 and is projected to decline to 20 mmscmd in 2014/15, only about a third of the 60 mmscmd it produced in 2010 and well below the planned peak capacity of 80 mmscmd.

Reliance may have to shut under-performing gas fields in 2015-16, oil secretary G.C. Chaturvedi said in October, while Morgan Stanley analysts have said the key gas producing fields in D6 could be exhausted in 5 years.

Reliance brought in the British oil and gas company last year, which paid $7.2 billion to invest in 23 oil and gas blocks with the Indian firm, hoping its offshore expertise would help arrest the decline in output.

The D6 block, operated by Reliance, was expected to contribute up to a quarter of the gas supply for Asia’s third-largest economy.

Reliance and BP submitted a revised field development plan in September, cutting the gas reserves in the D6 block by about two-thirds to 3.4 trillion cubic feet, the oil ministry said last month.

Reliance had government approval to drill 50 wells and had drilled only 22 with 4 turning out to be dry, the source said.

Canadian company Niko Resources owns 10 percent interest in the block, while Reliance holds 60 percent and BP the rest.
