Fracking critics unhappy with Obama climate speech

PITTSBURGH — President Barack Obama’s speech this week on climate change forcefully rejected some key arguments made by opponents of natural gas fracking, upsetting some environmental groups that otherwise back his climate goals.

Obama, in his address Tuesday calling for urgent action to address climate change, praised what he called “cleaner-burning natural gas” and its role in providing safe, cheap power that he said can also help reduce U.S. carbon dioxide emissions.

Regulators in many states with heavy new drilling activity say fracking, a colloquial term for hydraulic fracturing, is being done safely and is essentially similar to the hundreds of thousands of oil and gas wells that have been drilled all over the nation.

The drilling boom has reduced oil and gas imports and generated billions of dollars for companies and landowners. Many scientists and environmental groups also agree with Obama’s main point: that while there are some negative effects from natural gas, burning coal is far worse for the environment and public health. There’s no dispute that natural gas burns far cleaner than coal, but its main component, methane, is a potent heat-trapping gas.

Some environmental groups advocate a total rejection of all fossil fuels and an all-out effort to switch to renewables such as wind turbines and solar panels. They also say people living close to drilling operations have suffered from too much pollution.

“When it comes to natural gas, the president is taking the wrong path,” Deb Nardone, the head of the Sierra Club’s Beyond Natural Gas program, wrote in a blog post.

Robert Howarth, a Cornell University professor who argues that methane leaks from drilling negate other climate benefits of gas, said in an email to The Associated Press that he is “extremely disappointed in the President’s position” and said the support for natural gas “is very likely to do more to aggravate global change than to help solve it.”

Not so, Obama said.

Advances in drilling, the president said, have “helped drive our carbon pollution to its lowest levels in nearly 20 years,” and “we’ll keep working with the industry to make drilling safer and cleaner, to make sure that we’re not seeing methane emissions.”

“These critics seem to think that when we ask our businesses to innovate and reduce pollution and lead, they can’t or they won’t do it,” Obama added, mentioning that taking lead out of gasoline and the phase-out of ozone-depleting gases were examples of the industry making needed changes.

The Sierra Club and some activists argue that fracking comes with unacceptable levels of air and water pollution and that “no state has adequate protections in place.”

Obama disagreed.

“The old rules may say we can’t protect our environment and promote economic growth at the same time,” Obama said. “Don’t tell folks that we have to choose between the health of our children or the health of our economy.”

Critics have also claimed that the fracking boom just makes a few energy companies rich, and that average Americans get few benefits. But Obama responded by saying “The bottom line is natural gas is creating jobs. It’s lowering many families’ heat and power bills.”

Some environmental groups agree with Obama’s position that switching from coal-fired power to natural gas has helped reduce emissions and protect the environment.

The Breakthrough Institute, an Oakland, Calif., think tank, said in a report released Wednesday that despite problems and legitimate concerns over fracking, the gas industry has “a far smaller impact on mortality and disease, landscapes, waterways, air pollution, and local communities than coal mining and coal burning.”

“Natural gas is a net environmental benefit at local, regional, national, and global levels,” the Breakthrough report said.

One Pennsylvania Democrat jumped to endorse Obama’s fracking plan. Gas from the Marcellus Shale formation there has led to a huge surge in drilling and production over the last five years.

Sen. Bob Casey said he plans to introduce legislation to place more natural gas fueling stations along Interstate highways. Casey said the plan could “help reduce emissions and create jobs.”

But some other Democrats were silent. New York Gov. Andrew Cuomo is trying to decide whether to allow fracking to begin in a small part of his state and is facing heavy opposition from some groups.

Cuomo had no immediate comment Thursday about the speech but said his decision will be based on New York state’s own health report and data from Pennsylvania’s experience.

Industry groups welcomed Obama’s strong support for gas.

“We are pleased to see that President Obama’s climate action plan recognizes natural gas as a key component of America’s clean energy future,” Don Santa, the president the Interstate Natural Gas Association of America, said in a statement.

At the core of Obama’s plan are new controls on new and existing power plants that emit carbon dioxide, a heat-trapping gas blamed largely for global warming. Coal-fired power plants would be under the most pressure, since they emit far more pollution than ones that burn natural gas.

The program also will boost renewable energy production on federal lands, increase efficiency standards and prepare communities to deal with higher temperatures. Obama called for the U.S. to be a global leader in the search for solutions to climate change.

Oil price stays above $97 on improving US data

The price of oil rose Friday as the U.S. economic outlook brightened and concerns eased about a credit crunch in China.

Benchmark oil for August delivery was up 21 cents to $97.26 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.55 to finish at $97.05 on Thursday after the U.S. government released data showing an increase in in consumer spending and home sales while jobless claims fell.

“The truth to these markets are that they are lacking any good reason to go down,” said Carl Larry of Oil Outlooks and Opinions. “We’re starting to settle into a fair value and it’s hard to argue lower.”

The number of Americans seeking unemployment benefits fell by 9,000 to a seasonally adjusted 346,000 last week, evidence that the job market is still improving modestly. Steady job gains could help the economy expand later this year and increase energy consumption.

The U.S. Commerce Department said consumers spent more in May as their income rose, although spending was weaker in April, February and January than previously estimated. The number of pending home sales jumped in May to the highest level in more than six years, the National Association of Realtors said.

Fears of a cash crunch in China, which could cripple small- and medium-sized businesses, were eased after the country’s central bank indicated it would not allow an all-out crisis to unfold.

Analysts at Bank of America Merrill Lynch said in a commentary that “it is time for markets to calm down now and that the worst is probably behind us.”

Brent crude, which is used to set prices for oil used by many U.S. refineries to make gasoline, fell 2 cents to $102.80 a barrel.

In other energy futures trading on the Nymex:

— Heating oil rose 1.5 cent to $2.891 a gallon.

— Natural gas rose 3.1 cents to $3.613 per 1,000 cubic feet.

— Wholesale gasoline fell 0.7 cents to $2.721 a gallon.

Feds hope more rigs will become reefs with policy revisions

Rigs become artificial reefs in the Gulf of Mexico

Old offshore oil platforms may be able to hang around in the Gulf of Mexico longer for fish and fishermen to enjoy, thanks to a federal overhaul of removal policies.

The Bureau of Safety and Environmental Enforcement has revised the policies to encourage participation in its  rigs-to-reefs program, which allows operators to leave non-producing platforms deep in the Gulf as a artificial homes for underwater creatures.

“This new policy gives states greater flexibility in using oil and gas infrastructure in their artificial reef programs,” said David Smith, a spokesman for the Bureau of Safety and Environmental Enforcement, explaining that before the revision, operators sometimes were required to dismantle platforms and move them to an already authorized site. “Now, if a state and BSEE determine it is beneficial to keep a platform in place, the state can designate the area as a Special Artificial Reef Site.”

The removal of a mandatory five mile buffer between rigs-to-reefs will be especially pertinent to the Texas coast. The Bureau initially created the restriction to prevent the platform reefs from being clustered too closely together and possibly disrupting future access ways for shipping or pipelines. But the Texas coastline includes miles of offshore waters that are too shallow for ships, and policymakers agreed to allow states, which assume liability for the platforms once they are adopted into the program, to decide on the locations for their reef structures.

Fishermen and environmentalists have encouraged the changes to allow more platforms to stay put, to avoid disrupting  habitats for fish, coral, turtles and mussels that have flourished among the steel legs of the structures.

Less than 10 percent of about 800 non-producing Gulf of Mexico platforms have ended up in the program, while more than 200 have been removed each year since 2010. The new rules remove some of the geographic limitations and deadlines that made participation in the program challenging for operators.

“For the past several months, we have been working with our federal partners, state officials and affected stakeholders in the Gulf of Mexico region to learn about their needs,” said James Watson, director of the Bureau of Safety and Environmental Enforcement, in a written statement. “This policy is reflective of the feedback we received. It provides states greater flexibility in their planning and addresses the multiple uses for these areas while ensuring the marine environment is protected.”

Federal regulations  require offshore oil and gas operators to remove non-producing platforms under an “idle iron” rule that was developed following the Deepwater Horizon accident in 2010.

Operators can bypass the requirement if they  participate in rigs-to-reefs, provided that they remove all hazardous materials from a structure, and, if required, dismantle and tow it to a designated area. States assume liability for structures accepted into the program.

Protecting wildlife: Oil industry to pare Gulf seismic surveys

Houston-based Apache, among  the operators that have campaigned for rule changes they  say will increase participation, expressed approval of the revisions.

“We think it is a step in the right direction,” said John Roper, a spokesman for Apache. “The policy changes give us more flexibility and will hopefully provide more opportunities to reef platforms.”
