Cabinet to discuss unsold spectrum pricing issue today

were some of the most expensive in last month’s 2G spectrum sale. The circles saw no takers as operators found
the base price too high. At the old rates, the government would have earned a minimum of Rs 8,843.55 crore if the 5 Mhz each in these four circles were sold out.

The Empowered Group of Ministers (EGoM) on December 7 also suggested auctioning spectrum in 900 MHz band in Delhi, Mumbai and Kolkata simultaneously with the sale of radiowaves in 1800 Mhz in these four circles.

Telecom minister Kapil Sibal after the EGoM had said that the recommendations of EGoM will go to “Cabinet for the approval on the pricing”. As per the EGoM decision, the auction is to be completed within ongoing financial year. There were also no bidders for CDMA spectrum but EGoM did not decide on the auction of airwaves in 800 Mhz band.

The last 2G mobile phone spectrum auction was virtually a flop as government managed to garner bids worth just Rs 9,407 crore as against a minimum target of Rs 28,000 crore.
According to sources, the EGoM also decided to recommend to Cabinet that reserve price for premium  900 Mhz band, being used currently by Bharti Airtel, Idea Cellular and Vodafone in Delhi and Mumbai service area, should be twice the reserve price for 1800 Mhz band.

For Kolkata, the EGoM recommended that price for 900 Mhz band should be twice the price obtained for 1800 Mhz band in the recent auction which was Rs 113.72 crore for each block of spectrum having 1.25 Mhz of airwaves frequencies.

They got the whole amount in advance or pay options, however, in a deferred system in which they had to pay only 33 percent upfront and get a moratorium of two years to pay the balance in 10 equal instalments (with 9.75 percent annual interest).

So the Government, received only Rs 1 crore 706.92.

Then, in addition to the debate on this difficult issue of pricing of the spectrum band 1800 MHz (2 G), EGoM are meeting today is also expected that the way forward for the band CDMA (800 MHz).

Since the Government priced CDMA spectrum of 1,3 times the 1800 MHz band price, there were no takers for it and no auction was held.

Sibal has already indicated that the spectrum of 800 MHz band could be priced lower for another auction to be held and this problem can also get submitted back to the TRAI.

But there is a catch: the big GSM telcos Bharti, Vodafone and idea have meanwhile petitioned the Government to GSM operations are performed in the "extended" 880 MHz band, which is a further growth of the CDMA industry could hamper. This problem may also come for discussions in the EGoM are meeting today.

Kingfisher is since 1 October is grounded and on 19 of the same month, the regulator suspended its flying license.

The airline has a bank credit of Rs 7,000 crore and unpaid interest since January this year, more than Rs 10,000 crore apart of cumulative losses since its launch in May 2005.

The 17 lenders, led by the State bank, had set a deadline of 30 November to bring in additional capital infusion amounting to at least Rs 5,000 crore as a condition to consider the airline request for more working capital loan.

However, as of now there is no word from the company about the bankers demand.
