Vodafone fires first salvo against spectrum refarming

Not just Vodafone, Bharti and Idea have also in the past protested strongly against the government’s decision to refarm spectrum. Reuters

Even for the 2.5 mhz of 900 mhz band which these telcos will be allowed to retain, they will have to shell out two times the 1800 mhz reserve price in all circles.

For Vodafone, licences in all the three circles of Mumbai, Delhi and Kolkata come up for renewal beginning November next year. While asking for the licence extension, Vodafone has opposed any move towards refarming, though not in as many words.

The three identical letters it has written requesting for licence extension in each circle mention that “extension of license period is a continuation of the already set up network, including continuation of existing spectrum, which is intrinsic to our licence and is being used for providing service to consumers under the licence”.

According to sources, Vodafone already has 8 mhz of 900 mhz band spectrum in Delhi and Mumbai and 7.8 mhz in Kolkata. In the 1800 mhz band, it holds only 2 mhz in each of these three circles.

Obviously, if it is forced to return all 900 mhz spectrum and then participate in auctions at multiple times the price, business will suffer.

Not just Vodafone, Bharti and Idea have also in the past protested strongly against the government’s decision to refarm spectrum.

Speaking on the refarming issue earlier, GSM industry body COAI had pointed out that servicing 450-500 million subscribers in the existing 900 Mhz band with the same quality of service with a limited 2.5 Mhz of spectrum in the 900 Mhz band and the remaining on 1,800 Mhz band would become next to impossible and disruption of wide-scale services should be expected.

COAI had also pointed out that an operator with 2.5 Mhz in the 900 Mhz band and the remaining spectrum in 1,800 Mhz band is worse off than an operator with its complete network in the 1,800 Mhz band as this network will give a false delusion of coverage.

The difference in spectrum propagation/network design in the two bands will lead to coverage constraints.

An industry expert pointed out that licence and spectrum have been delinked but only for future licence agreements. He also said the united access service licence in its present form has no specific reference to the government’s obligation to give specific spectrum in a specific band and at a specific price. The government has full flexibility to change band as well as price.

First Videocon, now Tikona: 4G is all about competitive pricing

The company is also planning to roll-out around 30,000 public WiFi hotspots in the country within the next five years. This, however, could pose a threat to Mukesh Ambani’s Reliance Industries which  reportedly has also  inked a contract with Ericsson to set up around 30,000 WiFi hotspots across commercial buildings, offices and malls  since it has the advantage of having a pan-India BWA presence.

Earlier this month, Videocon also announced that it will  launch 4G services in all the six circles (Bihar, Haryana, Gujarat, Madhya Pradesh, Uttar Pradesh East and Uttar Pradesh West) in which it recently bought 1,800 MHz spectrum for Rs 2,221 crore, but at prices lower than 2G and 3G.

Currently, only Airtel has launched 4G services in a few cities such as Kolkata and Bangalore but at a much higher Rs 13-15 per MB (Its 6GB plan in Kolkata costs around Rs 999 (plus taxes) , while Aircel and RIL  plan to launch their 4G services in another six months.

Analysts expect RIL to offer very high-speed internet services at cheap rates, which is why perhaps the company has plans to launch MiFi devices, which will convert the 4G signal to a mobile WiFi hotspot, allowing users to access 4G speeds across various Internet enabled devices on the go.  Reliance’s comparative 4G edge lies in the ability to build better economies of scale by offering a pan-India service, attracting more customers by offering nationwide 4G roaming.

Moreover, analysts are betting on RIL to be the game-changer as they have no backlog of investments in 2G and 3G unlike other 4G service providers.

With so many players in the fray, competitive pricing is the only way out for these telecom majors. As Mahesh Uppal, director at Com First (India), a consultancy firm, told ET, ”Anyone launching 4G services has to be price competitive. Otherwise, why would a consumer move to a new player if he also has to pay a higher tariff. Broadband on mobile is a vanilla product.”

However, even if competitive pricing is possible on data dongles which are available from Chinese manufacturers like Huawei,  handsets (smartphones) that can support TD-LTE ( 4G works on only phones with this technology) are relatively unknown.

Despite this hurdle, Bharti Airtel has so far added 3,180 TD-LTE subscribers through its 4G network in Kolkata and Bangalore, while state-run BSNL has provided 50,077 connections through 4G/WiMAX.

According to a recent estimate, number of TD-LTE users is likely to reach 5 million by 2013. But the growth of this market depends more on equipment manufactures such as Nokia, Samsung and Apple, which are expected to launch LTE-enabled smartphones in the near future.

As Firstpost had reported earlier, some existing 4G operators are going to offer pocket-sized Wi-Fi routers for around Rs 2,500 which would enable existing EDGE or 3G-enabled smartphones to use high-speed internet.

Citigroup's new chief launches first salvo: cuts 11,000 jobs

The job cuts are part of a restructuring that will reduce annual revenues by "less than 300 million dollars," the bank said.

The bank has been in a long slog to recover from the losses of the financial crisis, which asked multiple government bailouts. While hundreds of billions of dollars of troubled assets, analysts already impatient with her objects has long refusal to scale back costs enough to reduced demand for its services.

Analysts have been expecting dramatic steps since Corbat was brought in as CEO of Citigroup President Michael O'Neill. O'Neill is known in the banking sector for the reduction of the companies to eliminate companies that do not yield satisfactory deserve.

"Corbat has a limited window of opportunity here in which he his new CEO can make movements," said Nancy Bush, a bank analyst and a long time editor at SNL Financial. Having regard to the mandate that he has to act, she said, "you might as well get the shocking figures out first."

Still, Bush expects corbat will continue restructuring and cutting jobs for two years. "I look at this as the first cut," she said. "Corbat forever digging and looking for places to cut, and inevitably staff the bulk of that will be."

The job cuts announcement came a few hours before Citigroup Chief Financial Officer John Gerspach was scheduled to speak at noon at a major Conference of institutional investors in New York.

CONSUMER BANKING CUTS

Approximately 35 percent of the fourth quarter restructuring charges will be held in the global consumer banking unit, where 6,200 jobs will be cut, the bank said. About 40 percent of the layoffs will be in technology and operations areas.

The bank expects to sell or scale back consumer operations in Pakistan, Paraguay, Romania and Uruguay. If it stays focus on 150 high growth markets, they intend to throw 84 locations in five countries, is more than half of them in the United States.

After the restructuring, the bank will have 4,000 offices all over the world.

Bush said that the bank had a "stupid strategy" in the middle of the years 2000, then it was adding branches in areas such as Boston and the suburbs of New York. "They now need to go back and think about their entire domestic branch strategy, and international too," she said.

When Citigroup CEO's changed in October, said O'Neill would remain of the bank strategy executives of peel back to core activities operate more efficiently. The strategy has included emphasis on business in rapidly growing urban areas.
